Right-of-Way Laws

Pedestrians

A pedestrian is a person on foot or using anything propelled by human power (roller skates, skateboards, etc.)  
other than a bicycle. Pedestrians always have the right-of-way.


So.... you pulled off the highway to give FIDO a walk. Remember, when you are ready to continue your trip, the cars already on the road ALWAYS have the right-of-way!

As of 1996, the law says that you MUST yield the right-of-way to any vehicle attempting to pass you if they flash their lights! 
Existing law already required that you yield the right-of- way if they honked their horn!
(It is supposed to be used for EMERGENCY PURPOSES!!)
